On March 9, 2026 the Higher Education Commission brought together academic leaders to recognise Pakistani researchers who have earned places among the world’s top two percent scientists. The event in Islamabad celebrated the role of research in addressing national challenges and reaffirmed HEC’s commitment to channel resources toward work that delivers socio-economic benefit.
Around 118 researchers currently serving universities in Islamabad, Rawalpindi and the surrounding areas received certificates in a ceremony attended by vice chancellors, deans and faculty members. HEC officials announced plans to hold similar events in the provinces and to host a research exhibition that will showcase the practical outcomes of the recognised scholars’ work.
Dr. Niaz Ahmad Akhtar, Chairman HEC, presented certificates and emphasised the centrality of universities in creating and transforming knowledge. He told the audience that universities must cultivate skills and produce responsible citizens, and he highlighted the vital role of teachers in national development. He urged Pakistani researchers to focus on work that links to industrial needs and to evaluate the tangible contribution of their research to society.
Chairman Akhtar underlined HEC’s sustained support for research, saying substantial funding and facilitation will continue. He reminded scholars that “a single research paper that brings real change is far more valuable than hundreds of papers without tangible impact,” and called on established researchers to mentor young academics and transmit expertise to the next generation of scholars.
Dr. Zia ul Haq, Executive Director HEC and himself among the globally ranked scientists, congratulated the researchers on their international recognition and described the achievement as evidence of Pakistan’s growing research capabilities. He reaffirmed HEC’s role in enabling productive research and urged recognised scientists to help strengthen the wider research community through knowledge sharing.
Dr. Engr. Muhammad Ali Nasir, Advisor Research & Innovation Division, highlighted HEC’s portfolio of competitive programmes including the National Research Programme for Universities (NRPU), the Technology Development Fund (TDF), targeted research grants and collaborative partnerships. He stressed efforts to promote technology transfer, build research capacity and ensure that funded work translates into practical solutions for national priorities.
Representatives of the globally recognised scholars spoke about the importance of scientific integrity, curiosity and interdisciplinary collaboration. They emphasised resource sharing and cross‑sector cooperation as essential to tackle Pakistan’s challenges and noted that Pakistani researchers have the potential to contribute significantly to both national progress and the global scientific discourse.
HEC pointed out that more than 1,000 Pakistani researchers were included in the 2025 global ranking compiled by Stanford University, a milestone that underscores the country’s expanding presence in international research. With provincial events and an upcoming exhibition planned, HEC expects the spotlight on these achievements to encourage research with clear socio-economic impact and stronger industry linkages across Pakistan.
