The Ministry of Federal Education and Professional Training (MoFE&PT) has taken a significant step toward addressing the issue of out-of-school children by signing a Letter of Understanding (LoU) with eight civil society organizations under its flagship “No Child Left Behind” campaign. The ceremony, held at the Ministry in Islamabad, formalized a collaborative effort aimed at ensuring universal access to education across the Islamabad Capital Territory through a coordinated Union Council-wise approach. Speaking on the occasion, Federal Secretary Nadeem Mehbub emphasized that these partnerships will strengthen efforts to identify, enroll, and retain out-of-school children (OOSC), while highlighting the urgency of completing household surveys and enrollment within the next three months. He also underscored the use of community outreach and real-time data systems to ensure transparency and effective implementation. Representatives of participating civil society organizations reaffirmed their commitment to supporting the Ministry in achieving the ambitious target of enrolling 25,000 out-of-school children in Islamabad, pledging to mobilize resources and actively participate in field operations. The campaign adopts a structured, data-driven, and community-centered “Carpet Coverage Plan” at the Union Council level, involving door-to-door surveys, engagement with local stakeholders, and targeted interventions supported by digital tools for tracking progress and ensuring accountability. Continuous follow-up mechanisms are also planned to support student retention and prevent dropouts. Representatives from key partner organizations, including the Japan International Cooperation Agency (JICA), National Commission for Human Development (NCHD), Pakistan Institute of Education (PIE), and Basic Education Community Schools (BECS), were present at the event. The Ministry reaffirmed its commitment to ensuring access to quality education for every child in line with Article 25-A of the Constitution of Pakistan, describing the LoU as a major step toward achieving inclusive and equitable education in Pakistan.
